Couldn't you measure the "radius" as radial points? I have several shrouds that have this type of dimension. They tell you the diameter and the height, but that is it. If it is a full circle divide 360 by the total number of ribs. Find the angle to the first rib. Define and measure the rib. Then using the same nominals as the first rib adjust the radius to finish the rest of the ribs. If you do not have enough info to do it this way, get the designer or program engineer on the phone or in the lab and ask him what he's thinking and how he actually wants this to function and be inspected.
