I agree with Ray. A GD&T callout like: TP 0.010 DIA |-A-| for a hole pattern is a valid callout for best fit.
The way to best fit on a CMM without best fit capability is:
Create a line using the 2 holes farthest away from each other and align axis to it. Find the center point of the line and origin XY to it. Trig out the the angle, and rotate that angle. Key-in value to get back to the Basic origin and shoot your holes.
This will split your radial and linear error between the two outboard points.

The way I best-fit hole patterns is at the report stage, using formulas in Excel to establish average radial error from the centroid of the pattern. This works pretty good.
