I know of no document as such for you to use, however when taught GDAT level IV this was one of the discussions.

Notes, definition points and line profiles are the best way for an engineer to provide enough information for the inspector to properly evaluate the feature. The tighter the tolerance the more points for evaluation.

Inspectors should be properly trained so they understand the use and what the critical issues are for the item to be evaluated. One problem that I have seen is too many companies hire cheaper waged Personnel and do not spend the time and money to properly train employees. The best training tool is experienced people.
