I have to agree with Duane. Now...take a deep breath and step back. At this point I understand that you are a stickler for documentation. That is all fine and good.
Now... Let's take a look at reality. You failed to mention how this customer is using the part. We could analyze print methods and standards until the end of the world. But until someone takes a look at what is supposed to be accomplished with the part, the perfect print can still will create the worst result.

It would appear that you need to be the intermediary between design and application. Why is this radius important to your customer? Is it a mating surface, clearance, bearing surface, or something else? It may be the old he said, she said scenario. Maybe, what the customer thought they asked for is not what the design thought they were asked to do and what design has you measuring isn't what the customer thought you were going to measure (confused yet? Good, that was my point!).
