The u1 represents the "Linear" measurement uncertainty. This correlates to the gage block checks with measurement in only one axis at a time.

The u3 represents the "spatial" measurement uncertainty. This correlates to the gage block checks measured on the 35° angle fixture with all three axis' being considered.
