To establish a part alignment according to this drawing, what I will do is measure -A- as cylinder and save as your primary axis, measure -B- as cylinder, -C- as plane and then take the intersection point between -A- & -C- and make it as your origin (so you zero on 3 axis) and then use the intersection point of -B- & -C- (connected to your origin to make a line) as your axis alignment. By doing this your created an alignment exactly as the drawing said. But I agree with Geoff that it would make better sense if -C- were -A-, -A- were -B-, -B- were -C-.
