My apologies for being incomplete - here's more information: I have added the size and tolerance of the 2 holes in question. I have also added the two basic dimensions. The drawing is my own sketch - I would have included the original but the copy I got from our customer is very poor quality. It was because of this bad quality that I failed to notice these basic dimensions (prior to this change they had a +/-.010" tol on them), which I think make a big difference:

The way I interpret it, -A- must have perfect position at .880", and can move by up to .002" at .882. -B- must similarly have perfect position at .506", and can move by up to .020" at .526".

As for the function of the part - an air compressor for a large diesel engine attaches to this bracket. At the top of the compressor there is a pulley which connects to a serpentine belt - any variance in parallel to -C- (and to the bottom 2 mounting holes) are compounded at the top of the compressor and throw off the alignment of the belt.

After reviewing the Y14.5M-1994 and the print, I think that the way they have toleranced this is legal, and may even achieve the desired results. I do hope to get any further thoughts you all may have and thank you for your insights.
