Years ago I had heard from an associate concerning the use dimensions from a previous level drawing. According to him, if it not on the drawing it is not checked even tho it may pertinent to function.

Is there such a statement in ASME 14.5Y relating to this? I have looked in the satndard and can't find anything to back this up. If you know of this, please let me know where it is.
