Ron, I do not see which diameters are to be used as A-B noted on the drawings you posted. If I understand you correctly though, I would do as you did and create a line between A&B for axis alignment, then use F as your rotational stop using the |.350| minus |.163| basic dimension. This means the |TP|Ø.004|A-B| tolerance on F datum is based solely on the |1.300| basic dimension from the A-B C/L. Depending on how your software works you will either need to align A-B with F using a 0.187 (0.350-0.163) offset or align A-B with F directly and rotate back 8.186° (which is TAN 0.187/1.300). You would not be able to inspect the part properly without the F alignment.
