Richard,

To establish an alignment to your drawing, you should take the -d- as your plane alignment, and take the intersection circle between cylinder -e- and plane -d- as your origin (use the circle diameter to determine your mmc condition), then use the line that connects -f- & -g- as your axis rotation (not make it your zero in y axis but make -f- & -g- have the same y value). By doing this, your part is fully aligned exactly to the GD&T on your drawing then you can check the rest.
