In my opinion, ex. 2 is correct. I am having a hard time defining the tolerance zone location in ex. 1. Where do you apply it?
In ex. 2 the tolerance zones are two 0.25 wide zones equally divided at each basic dimension. A quick look in Y14.5 para. 5.10.1(b) will describe this situation.
By the way, if you want "bonus" tolerance, you need to have a MMC modifier in the FCF next to the tolerance. Right now the FCF you show is RFS which is the default unless otherwise specified.
