Duane is on target.

Most of the parts inspected have up to 10+ operations. So far, if I leave a modifier out of an FCF and fail an inspected operation I will be over ridden by my boss or some one else. They will apply any modifier as stated on a B/P for the specific FCF (As long as the feature is or has been machined). So, I have been following their example and including modifiers as stated on a B/P.

(We don't use modifiers for theoretical features.)
