May I ask why you don't want to measure circles with projection off? Do you use automeasure when measuring ID/OD? If you are using automeasure you're concerns should be minimal. If you insist on measuring with projection on, you can go to DMIS construct and construct the ID from the raw data points of the measured circle and it will report the XYZ.
