Does anyone know how to define diameter from two small radius parts?

When we measured two small radius and get the diameter value from these radius, we saw that surface profile error was included to the diameter value. Is it correct or not?

If yes, for defining exact diameter value, this surface profile error should be extracted from measured diameter value?
