I think I found the problem with this drawing.
If you look at top right corner of the drawing, there is a "revision record". Looking carefully you will find that profile callout was replaced with true position. (I know everybody hates profile callout, manufacturing and inspection) So, I think what happened was that profile callout was removed, but they forgot to remove basic dimension box from the features of size and that's what confuses every one.
