This is probably a question for your LAN manager. If a firewall is in place, it may object to browsing over the TCP/IP port 8080, required to access The CMM Forum.

Typically, HTTP (web page) access defaults to port 80. To allow the CMM Forum application to coexist on the same NT Server as our main web server, it has to use a different port number to serve data requests.

Your dial-up ISP will not typically restrict you from accessing any port number with any protocol. Your corporate network may need to be configured to allow HTTP over port 8080. They would not have anticipated use of this port for browsers.
